You can download the file you need a below site to make a boot disk.Do not just copy the file to a floppy disk.Use it to make the boot disk.

You are going to have problems installing Windows 95 on a CPU greater than 350 MHz. There was a timing problem that stopped it from booting after the install.
Both Microsoft and AMD issued a patch to get round the problem. You had to under-clock the CPU to less than 350 MHz, install the OS, install the patch then bring to CPU back up to its proper speed.
I don't know if this patch is still available but you might have problems under-clocking a P4 to 350 MHz.
