Quick edit to my previous responsed:
Sounds as if you are using a full version of Win98 to upgrade from Win95.
If this is the case, you can do so but must first trick the setup into thinking another operating system isn't installed.
To do such, perform the following:
Get a Win98 bootdisk and ensure it supports your Cdrom.
Start the computer using the bootdisk and select Start with Cdrom Support.
At the A:\>type C: and press [Enter]
At C:\>type cd windows press [Enter]
At C:\Windows\>type rename win.com win.old [Enter]
You will now be at C:\Windows\>
type D: where D: is the drive letter for your cdrom, it may be E:, F:, ect..
At D:\>type setup and press [Enter]
This will begin the setup. During the setup you will be prompted as to where to install Win98. Even though you tricked the setup into thinking you do not have a previous operating system it will still find the Windows directory. By default it will try and load Windows to C:\Windows.000
It is very important to change that to C:\Windows
Important: Although this method should not remove any references to previous installed programs, documents, favorites, e-mail, ect... It is always a very wise idea to first backup any important data you need before performing the installation.
