Hi,
I installed Win98se on to a brand new hard drive. There are a couple of problems.
The first is the DVD/CD-Rom is only working with CDs and not DVDs.
The 2nd problem is the on board sound does not function either.

You need to reload the software for your CD/DVD burner, as well as reload all of your device drivers.
That's driver for you motherboard devices, such as sound card drivers, usb drivers, PCI device drivers, video card drivers, etc.

Yeah, windows will read a cd with no added software but you'll need something like powerDVD or winDVD to play a DVD.

Thanks for the info. The problem being all the system disks that came with the pc have gone missing. The CD/DVD is from a company called Nu Tech New, but they don,t seem to have much on there site for a DBW521 model driver running on Win98.
As I don,t have the drivers for the sound is it best to just install a new sound card or should I be able to find the on board sound drivers.

Since it's on-board, you should be able to go to the motherboard or system manufacturer's site for the sound drivers.

You may be able to find someone with DVD player software that will burn a copy for you. It may also be possible to download an older version. Usually they need a numeric product key in order to install. I can mail you a copy of powerDVD if you can't find one.
