install win95 prob

Have 486dx66 40mb ram 400mb HD. Having problems installing Win95. Using Setup Boot Disk and 22 other install disk that came with my other system that I have upgraded to Win98. I cleared HD using FDisk. Booted up using provided Setup Boot Disk mentioned above. Disk formats HD and requests disk 1. Insert disk 1 and hit enter. "setup is preparing to install windows" and "Please remove any floppy disks from your drives and press any key to restart your computer" is displayed on the same screen. It does not appear that any install of files has occured. I do as instructed and when PC restarts with no floppy in A: it states "Invalid system disk. Replace the disk and press any key". What does it want? What am I doing wrong? Thanks for any help????

1) sys c: drive with win95 boot disk. 2) create a win95 folder on c:\ 3) copy all setup files to this folder 4) restart (no floppy in drive) 5) run setup from c:\win95
