Install WIN 98 W/No Floppy

Greetings, I am attempting to install Win 98 to My Dell.I used a cd that contains the "FDISK" utilitys to Delete the current Partition,Create a new one and to "Format the HD.(All last night).Upon that completion, I shutdown the pc for the evening.Tonight, I thought I could boot from the FDISK cd, then "c:setup" to Install The win98 cd. Nope! This Dell PC has a cd and a dvd drive, so I am thinking that it wants the FDISK in one bay and the win 98 cd in the other. But to no avail, it will not search the other bay. I tried removing the FDISK cd, then slipping the win98 cd in it's place
