WHEN I TRY TO UNINSTALL A PROGRAM I GET A CONNOT FIND INSTALL LOG MESSAGE IS THERE A WAY TO RESOLVE THIS?

Well, this is probably because the log file is missing and you cannot remove the program using Windows Add/Remove Program utility.
But, if you are sure this log file is on your machine, go into registry editor to double check. See if Windows registry has the right address of this log file.

run regedit.exe

HKEY_LOCAL_MACHINE
Software
Microsoft
Windows
CurrentVersion
Uninstall

Find the software you want to uninstall.
Check its UninstallString for detail...
