when starting puter, get message "input frequency out of range change signal timing"cannot get any further. think it may be problem with monitor/display settings. any help please.

Try to start your computer in safe mode /press F8 at start up/ and if you can see your monitor work its means you have to change your refresh or resolution settings in the display settings
