index.dat file in cookies folder can't delete

I can't delete an item in the windows cookies folder. It has the .dat extension. when trying to delete it says "Access is denied". Also when trying to open it with notepad it says "the document is in use by another program and cannot be accessed" Any ideas?

You must delete the file from DOS. Take note of the file's location and restart system in DOS. Get into that directory using cd /windows etc,Then type in del index.dat

It is a necessary file, but what it contains can be safely removed. if you delete your cookies files, then look in the index.dat file you will find a copy if the cookies that you just deleted. neat trick MS.

Upgrading to a new PC, I need to replace the index.dat file with the backup. Win2000 wont allow a delete, and THERE IS NO DOS!! Cookies dir is not available in "virtual DOS". Any ideas about how to release the lock on this file?

I have encountered this problem recently at work. Some of my users have trouble logging into a secure site. Deleting the cookie usually works, but in some cases I have opened the index.dat in a notepad and cleared it contents (leaving one character). It immediately rebuilds part of the file and the issue is resolved. I have not noticed any residual effects. Does anyone have any more info on this file???
To unlock and delete the cookie and temporary internet files index.dat file you can download a free program called 'HistoryKill 2001' at http://www.swanksoft.com -- this program will automatically delete the index.dat file on all Windows versions.
