Incomplete .ogg file downloads

I keep a journal at LiveJournal.com, and as a paid member have access to telephone posting, recording .ogg files to post in my journal automatically. I've never had a problem downloading these before, after downloading the ogg vorbis (?) software, and playing them on my Windows Media Player... But, the past few I've tried to download will only get about 206KB, or sometimes 275KB (and it's always those numbers) out of however large the file is, and it will finish as if it's completed.

I know others have downloaded them in their entirety, so I know it's not a LiveJournal issue, and LJ won't help unless it is an LJ issue. I've managed to download two files to disk using a PC at work, using Windows '00, so I know it can be done.

But I've been downloading them on my PC for months now, and I can't figure out what's changed on my PC that's preventing me from a complete download now.

I'm not terribly computer literate, so please forgive any crucial information omissions. I use IE 6, and Windows 98, and I dialup with an external 56K modem. I've tried deleting my temp files, clearing my cookies, rebooting, I even downloaded a download program! And I can download programs, mp3s, images, etc. It's just these .ogg phone posts that are incomplete.

Help?!

Yes, I did actually. And AVG to check for viruses. Still, I keep trying to download - it won't get past 275KB, out of close to a meg.
