Like everything else, it depends whether they're copyrighted or not. Use the same principle as if you were publishing a book and wanted to use photos from other books. Most will be copyright, some may not, but it's at least a courtesy to ask permission!

Generally unless it states the pages are copyrighted and nothing may be used or they have right click disabled you can use anything you pretty much want to. But it is a good idea to download the image then upload to your site and not just link to it as other sites may move your image and then your link goes dead. And also to cover and question of permission it is a good idea to create a credits page and page tribute to all those who helped who to get where you are today including the many webmasters you have linked to or borrowed images from. I have 2 of those style pages. One credit page and one resource page so everything is covered. Hope this helps you.
