Put your 98 cd in the cdrom. (Close the installation screen if it comes up.) Then go to START--RUN and type in SFC. Choose to extract a file. The file to extract is IMAGEHLP.DLL (not DDL). Make sure it shows it's restoring from the WIN98 folder on the cd and it's saving it in C:\WINDOWS\SYSTEM.

Do you have a scanner? If so just re-install the software and drivers for it.

If you have a regular 98 installation cd then SFC will find the correct location. If you only have a restore cd you may have to browse through it to find the .cab files.
You can also google IMAGEHLP.DLL to find a download for it. Or, as OtheHill says, you may be able to reinstall whatever software is looking for the file.
