Comment:
I have 2 PCs that seem to connect fine but when I try to go to any web site IE detects a "DNS Error" and the browser defaults to the an error HTML page. I've spent some tme on this and have determined that it isn't a hardware issue (swapped out modems, checked lines, etc.) Is this a corrupted driver issue??

Your probably right , it is most likely not a hardware problem. It is probably incorrect tcp/ip settings or a currupted tcp/ip stack. Try removing tcpip from network properties and reinstalling it. that should fix your problem:
right click on network neihb. properties click on tcpip click remove click add double click protocol on the left side click microsoft scroll on right side and find tcpip and double click. reboot
hope that helps.

This could be so many problems, so I'll just brainstorm here. Are they connected to the Internet? Check your DNS settings against what is required by your ISP. (START > SETTINGS > CONTROL PANEL > NETWORK > PROTOCOLS TAB > TCP/IP PROPERTIES > DNS TAB) Also make sure TCP/IP is installed.
