IE Download Screen is gone

When I dowload files/programs, I have lost (?) the screen that gives me the option to either run the file/program or save it to disk.
All downloaded files/programs go into my Temporary Internet Files folder where, luckily, I am able to Copy and Paste them to use them.
I have checked to make sure a check is, indeed, on in "Notify when downloads are complete" in Internet Options -> Advanced.
I have checked to make sure all File Types are checked on for "Confirm after download" in Settings -> Folder Options.
