ICS Client Installation Error

I have sucessfully networked them together and now I want to use Internet Connection Sharing. I have used multiple guides and instructions I found online and have got as far as using the client configuration disc at which point I get an 'illegal operation has occured' error message. Clicking okay results in a second message that reads 'the operation has been cancelled due to restrictions in effect on this computer'. I have looked all over the internet for help on this issue but to no avail. All I could find was an older post which prompted me to ask for help on this forum.
I think your easiest option is in Device manger remove NIC, in Network neighbourhood remove everything, in add/remove windows components remove ICS then reboot PC and let windows rebuild network on both PC's, when they are sharing OK, install ICS, and on the second PC set the TCP/IP (you are using TCP/IP?) to assign an address automatically. You only need TCP/IP!
