Icons, Task bar do not load

CPU/Ram: P3-566, 128MB

Upon windows 98 booting, the background image is displayed, however the Task bar (or Start bar... Whatever you want to call it) do not load.
CTRL+ALT+DEL reveals that explorer is running, so the shell starts, but it isn't finishing for some reason.
Any ideas?

Could the task bar been minimized. Try moving the mouse over the edge of the screen (all four edges) and see if you get the double arrow.

This will also do it: Bug Bear Removal Tool

Try booting into Safe Mode and running the program.

That tool didn't do the trick, but I'll keep trying the antivirus idea though. Thanks for the help!

Those next to Start Button (Quick Launch)?

Those next to Clock (System Tray)?

or both?

UPDATE: The antivirus was the right way to go (Thanks again, Larry). I used AVG from grisoft (The best antivirus IMHO, and free to boot!)
I had to boot to command line and install the drivers for the CDROM, as the cdrom was not working. Not sure if this was the virus's fault.
After installing CDROM drivers, I copied over AVG. I booted windows in Safe mode and installed.

On the next boot (Booting NORMALLY) it caught the infected files before they could run. I was then able to run a full diagnostic, and clean the virus once and for all. It ended up being "Win32/Magistr.A" and "I-Worm/Choke"

Hope this helps someone else with this puzzling problem!
