I hope you don't mean that you do not have a win9X install CD. You can get bootable floppies with the utilities that you need to 'clear' the hard drive at www.bootdisk.com.

try checking hardware connections, check also bios settings, suggest just reinstalling windows as is, keeping old files for now. backup personal files first, try also going into safe mode and scanning for errors...:)
