If you hear 1 short beep and and a second later follows by 3 long beeps then you may have bad video card, if it just 3 beeps, then you may have ram problem, you can try reseating the card and the rams first.

Beeps are coded audio signalsgenerated by the Motherboard BIOS and since there is no single standard for all different BIOSes, the duration and cadence of the emitted sound vary. Unless you can provide the name of the BIOS[Examples: AMI BIOS, Phoenix BIOS, AWARD BIOS, IBM BIOS etc] in your PC, or the Make & Model of the motherboar or if it is a Brand name PC , its make and model as shown on its chassis, interpreting these coded sounds will be a guessing game. If you like , you can check some published Beep Codes here. Additional information as to whether there were any hardware changes made to this PC before these beeps started to occur, would be a very good circumstantial evidence for the suspected cause.

1 long, 2 short Indicates a video error has occurred and the BIOS cannot initialize the video screen to display any additional information

Before changing the CMOS Reset Jumper, disconnect the Mob Power Connector (s).
After placing the jumper over pins 2& 3 for about 10 seconds, replace them back on the default position Pins 1&2.. Then Reconnect the Motherboard Power Connector(s)
