Subject: I can't restart in MS-DOS mode
Comment:

When I select "Restart in MS-DOS mode", the system hangs up: either I see a black screen
or after a few seconds the keyboard stops responding. The opertion system is Windows 98
and my computer is Pentium2 350 with 128MB of ram and a 9 GB disk drive.
How should I restart in MS-DOS while I'm running windows?

I don't even bother with that
I just use plain Comand prompt
You just have to load the Dos Drivers

You can edit your msdos.sys to show the
Boot Menu for two seconds

Or you can make Boot Disks for any certain thing you want to run in Dos.

There is a fix for that on the Microsoft Site.

I'd go to your Windows directory and delete Exit To Dos
