I have recently installed my system windows 98. It was successfully installed with no files missing. when I try to open control panel icons nothing happens, now that I can't make any changes.
Yes, it is all icons, as I double click on all icons it shows the busy sign but nothing happens. A friend of mine told me to extract from my Windows CD using System File Checker these two files, Setupx.dll and setup4.dll, it successfully extracted but the problems still remains the same.

I would not have extracted the setupx.dll as SFC gets this file wrong. Anyhow, try and extract control.exe First rename control.exe to control.old It is located in the C:\Windows folder. Renaming it to control.old will allow you to change it back if necessary. Then extract control.exe from the CD.
