HSP modem I get Dial tone but modem wont dial the number???

The Modem worked find on my amd 200mzh I pulled it out and put it on my amd 133 I installed win 98 I follwed the HSP book instrutions to a T. I used the Disk Labled hsp modem win95 driver ver 2.16 for amd k5 p150 or above non pnp. I try to get hte modem to dial out in hyper termanal and diff programs but i just get dial tone and it will not dial the number help pleas JIll oh it also shows no confilcts in more info in diagnostics.
