Most PC's from the 98 era wont have the capacity to boot from USB. Some of the older models lack the capacity to boot from CD-Rom.

If you have another PC with a floppy drive (and a spare disk) you can use the disk images from
to create a windows 98 rescue floppy.

If you manage to start the PC using a floppy
1) Select "Start computer without CD Rom support"
2) Type C:
3) Use DIR to list the hard disk contents
4) Use CD to change directory
5) Use COPY to copy files to a backup as needed.

You start off by saying important files on your hard drive were deleted. That kind of implies that you deleted them. So what happened to it or what did you do to it between the last time it worked OK and the first time it didn't?

Depending on what files are gone, you may just need to SYS it from a boot disk or you may need to copy files from a working system.
