If this is an OEM install from your Recovery Disc, on most HP Computers I
have worked on the installation will create
a Folder called OPTIONS and will be located in the C:\WINDOWS Folder. Inside of the
OPTIONS Folder you will find a folder called CABS. This folder has all of the files to reinstall the Operation System.
Find the NET8.CAB file and explore it you
will find the RSVP.exe file in this CAB
File. Just extract it to the C:\WINDOWS\SYSTEM Folder that is where it is located and just say yes to overwriting
the existing file. The Same file will be on the Windows CD in the WIN98 Folder with in the NET8.CAB File,
you will need to extract it from the CD.Make sure you have the correct windows CD version ( WIN98 vs WIN98SE ). The file will be different for each version of Windows.

"...you will need to extract it..."
One way is....
Wherever you find rsvp.exe in a cab file...
Start - Programs - Accessories - System Information - Tools tab - System File Checker
- select Extract one file from installation disk
- type rsvp.exe
- click on Start
- Restore from
Browse to the location on the CD, or on your hard drive
e.g.
- for on the regular Win 98/98SE CD,
type (d):\win98 where (d) is the drive letter of the CD drive the regular Windows CD is in
- Save file in - C:\Windows\System
- click on OK- for if you have the Options folder,
C:\Options\Cabs
(I'm assuming the folder Options is at C:\Options - if not correct the path to where it actually is)
- Save file in - C:\Windows\System
- click on OK
By the way, you probably also need rsvpsp.dllDo the same as above, except
type rsvpsp.dll (it's not in Net8.cab)
- Save file in - is the same - C:\Windows\System
