HP cdrw Plus - Access is denied

When I use ahead InCD to format my CDRW (as Packet writing) it tells me it completed and the disk ejects. Everytime I try to copy or drag and drop a file it says Access is Denied ???, Make sure your disk is not full?? Using NERO for copying Data to CDR`s as been working just fine. Can anyone help

The only time I have run into this is when I put my formatted/direct Cd into the cdrom drive.
Put it into the CDRW drive and then try Copy/paste.
