The first thing to do is to use Ad-Aware to find and remove any spyware programs like Gator and Xupiter that blast you with pop up ads. The Mozilla web browser also has it's own built in pop up ad killer that works really great.

Using a popup stopper program is like trying to cure a cold with a box of tissues.
You need to cure the cause instead of dealing with the symptoms.
Adaware as William said or SpyBot S&D (link is down right at this moment).

Listen to William McMinn and get Mozilla or Firebird. They let you stop popups but also allow you to specify sites that you want pop ups from. Also you can tell it what java scripts are allowed to do, or turn them off altogether. Also Mozilla and firbird are a generation ahead of IE in terms of features with far fewer security risks. Try them, they are free and also open source.
