Might be worth temporarily renaming it to .txt to see if it is text, or if it contains any info in the garbage to tell you what it's about.

Right click/Properties to see if there is any info there.

Do you know where it came from?

According to whatis.com it could be one of the following

FIL File template (Application Generator)
FIL File List Object (dBase Application Generator)
FIL Overlay (WordPerfect for Windows)
