I have no experience with DOS, but I think what you are trying to do is the same procedure as starting from a bootdisk.
If so, when you boot into DOS and get to an A:\ prompt, enter the letter of the CD-ROM drive, which is most likely D:\.
Once there, enter "setup" to start the Win98 CD.

first make sure you have a boot disk that has CD-Rom support. then install the boot disk and reboot. at the dos prompt type
D:\setup.exe D being your CD-Rom drive.

Launching the system with a Ws98-bootdisk will shift CD-Rom unit one letter: if it was D:, it will be E: (type a dir E: to be sure)

You have another way to install Windows:
- mount CD
- change Bios settings to get CD-drive as boot unit #1
- bootup and follow assistant
- install Ws98
- change Bios settings back!---
Another way to install Windows on Top:
- start in Dos
- go to C:\Windows\Options\Cabs
- enter setup or install and follow assistant
Take care, not all systems have the content of the CD stored in that folder (some have it in C:\Win98, some don't have anything!)HTH
