What is meant when a m/b specs refer to "4 USB Ports + (2 VIA header)." How many usb ports are there, are they all accessible, and from where? Thanks.

That means that the machine has 4 USB ports already installed, and that you can add 2 more by connecting a pair of add-in ports with a cable to the header present on the motherboard, if you so desire.

Ok, what are add-in ports and where is the header, and can I purchase a case that has 2 on the front and use them?
Thanks, Politte81

My, we're just full of questions today.
Header (in this case) is a term referring to a set of connector pins on the motherboard - location varies, refer to the manual or just look at the board, they'll likely be marked 'USB'
To make use of those you would purchase a small kit consisting of a cable with a pair of USB sockets on one end and a plug to connect to the motherboard on the other, and mount it to the chassis.

A header is a connection point on the motherboard where you can connect something. As far as USB headers are concerned, your idea is the main reason for the headers. With sound, you must usually pick front or rear connections, not both. To answer where you can purchase a case like that. Many places sell cases with various features. If you reside in the USA I would recommend Newegg.com as an excellent site to buy from. When searching for a case they have parameters to setup to filter the choices. You would check that front USB is required.

Here's one that mounts from the back. Others are designed to install at the front of the chassis - which one you'd need would depend on the motherboard & chassis design.
You won't see it unless you have 'images on' set in 'MyComputing.Net'
