While attempting to upgrade win 95 to 98 i lost power and everything was lost. I can get to the DOS prompt and have a recovery disc from compaq. How do I get the cd to start from dos? Please help thanks

I assume you are getting to DOS from the recovery disk, which should load a generic driver for the CD drive. At prompt try D:/setup or E:/setup. Your CD may have been moved back one letter. If "setup" does not work try "help" or "browse" after the drive.
Its been a while but I think this should help.

Check your bios/setup to see if you can boot from the cdrom. If so, try that as the cd may be bootable. Otherwise, as dwight says, boot from a bootdisk that has cdrom support. The command would be:

e:\setup

as your cdrom would be one drive letter higher due to the bootdisk creating a ramdrive at d:

Also the installation command may not be 'setup'. Check the documentation with the recovery disk.
