How can I make an icon from scratch? Can I make them in any image editor like MS paint? Is there a specific size they have to be?

Or does anybody know a site that explains this process. thanks everyone!

You can make them in Paint but you won't be able so save them as the right file format. Save them as a .gif and then get a program like Microangelo (Shareware) and convert them to a .ico or .icl. There are a few different sizes that are used in different places and this is what the .icl (Icon Resource Library) is used for.

You can make an icon from any bitmap, just rename the file with the ext. ICO example:
lake.bmp rename to lake.ico
