Reply: (edit)You need a null modem 9 pin serial cable. You must install direct cable connection, I know it is part of windows 98, I am not sure about windows 95. To install it, go to add/remove programs, under the windows tab. Then under accessories direct cable connection will show up. This must be installed on both machines. Setup one to host and the other to connect to host. Windows help files include some detail on getting direct cable connection to work. If it was me I would not waste the time with a serial connection for a network. Go get to network cards and a crossover cable and be done with it. This was it is up all the time you don't have to run the direct cable connection program ever time. Some place sell a "network-in-a-box" which includes all the stuff you need for a network.

Reply: (edit)Its all very well, but what you are all talking about cannot be considered a network anyway. Using DCC is just file transfer, a network is much more, for example the ability to share internet connections etc... My advice is to purchase some new wireless PCI networking cards. They are cheap, very easy to set up and are ideal for small amounts of computers.
