Horrible picture quality

CPU/Ram: P3 / 128MB

After a fresh re-install of Windows 98 2nd Edition, I have a horrible display when I view pictures or go online. It wasn't like this before the install, so it leads me to believe that something didn't get loaded correctly. I am using the manufacturer's video card, and have the most up-to-date drivers from Dell's website installed. It also chops off the right hand side. I've tried adjusting the display, but it only lets me select 16 colors, and won't let me change the resolution. Any suggestions?

If those are your only video options, then the correct display drivers don't seem to have been installed. What is listed in Device Manager for your display adapter?

Right Click on My Computer and click on properties.
Check Device Manager and check under display adaptors.
Do you see any yellow exclaimation mark adjacent to a device?
What do you see under display adaptors?
Are you sure you have installed the correct display drivers for your card?

When I go into my Device Manager, there is no exclamation point next to display adapters, and it says that my adapter is the Standard PCI Graphics Adapter (VGA). When I click into it, it says it is working properly.

That means that you have not, in fact, installed the specific driver for your display adapter. Standard PCI is the generic, 16 colour driver.

Since you say that you have downloaded drivers from Dell, try reinstalling the video driver, or else see if you can change the display driver from 'display properties' - 'settings' - 'advanced' - 'adapter' - 'change' and 'show all compatible devices'

When I display the list of compatible drivers, how do I know which one to choose. There is a ton of them, and yesterday when I actually looked at my video card, I couldn't find the brand on it.

Drivers (and specs) for you model should be listed at the Dell site - I take it you paid no attention to your original configuration prior to formatting? Live & learn I suppose.

If all else fails, try Everest to analyze your hardware

Thanks for recommending that I go to Dell's website and look up my original configuration, jboy. I was able to put in my Service Tag, and it told me exactly what my computer shipped with from their factory. My display is now fixed! What a difference! My eyes thank you.

That's great, glad you got it straightened out. When you have the model number etc your best bet is to check the manufacturer's site.
