himem is missing - cant boot

When I try and boot PC, the only thing I get is a black screen and only the letter that says that I'm missing the himem.sys file in the windows directory ( but its there!!) so as two other files : dblbuff.sys , ifshlp.sys.
I'm able to boot this machine up using a bootable diskette. I'm able to see all files, move, copy, etc. When I try starting windows by going directly to the windows directory and issuing the "WIN" command, I get the following message "Invalid VxD dynamic link called from CDUDF(03) + 000002EB to device 048B serial 1". Invalid windows configuration. I'm given the option to press "Y" to continue or "N" to stop. When I press "Y", I get the following message - "A resource or device required by VFAT is not present or is unavailable, VFAT can not continue loading. SYSTEM HALTED. Any suggestion...
