Windows Explorer is the only user interface between the user and the operating system. If you were able to disable it, your computer would be useless.

Why not set up a screensaver with password protection?

If you are trying to restrict access to MY COMPUTER, hard drives, etc. you may want to consider internet searching about POLEDIT.exe
But, be warned this is powerful and will require re-installation if used carelessly.
