Help with two ISPs

I have two Providers, Quik and Xtra.
Outlook Express is set up so that Xtra is the default, and Quik mail is connected using Xtra.
Now I want to change it round to the opposite, but I keep getting error messages 0x800ccc0f.
Summary: A hardware modem will help with the system. It doesn't need to use the processor so much. About the memory all you should have to do is go out and buy the right type of memory. Of hand I don't know...
