HD not detected by windows 98

Here's the deal.

I had primary 6g and a primary slave 17gb and a 27gb. They were all working fine. I then wanted to switch-up and take the 6gb out and set my 17gb to primary and copied the files from my 17gb to my 27gb. Then formated my 17gb. Next I set my 27 gb as slave to my newly primary 17gb. Bios detected the 27,17 but windows did not detect the 27gb.

I used the maxtor disk to check the partition on the drive Maxtor's disk shows the files and the disk labels and volume name for the 27gb fine. But no other program will show this information so that I can recover the files from 27 gb to place them on my 17gb.

all the jumper settings are set correctly

Why is my 27gb all of a sudden not being recognized?
