Hard disk problem?

Hello, Have an older computer that needed to be able to have a USB printer attached to it. I started by installing win98 upgrade and then installed the USB card to PCI slot and then after it setup the card on it's own, it tried to setup the printer(epson). I cancelled on the add printer window like it suggested and tried to install it from the cd setup program. While it was installing the drivers for the printer the dreaded blue screen of death appeared and said Disk Write Error "Unable to write to disk in drive C: Data or files may be lost" and then it said "Fatal Exception at 0167:BFF9DFFF" and then it said "The volume that was removed had open files on it. Next time check to see if it can really be removed".? Sounds like a Hard disk problem to me, but same thing happens with a brand-new hard drive as well. I ran "The Troubleshooter" program on it and the only problem it found, out of a cpu, memory, hard drive & port tests was a bad usb port. So I switched PCI slots and tried again but same thing happened. Could it be a bad hard disk controller or possibly bad IDE cable or maybe the usb card. When the problem happens I have no option but to shut the computer off but it comes up just fine the next time unless I try to install the usb printer. Any tips or suggestions are very much appreciated. Thanks!
