Graphics blurred on monitor?

I'm running Windows 98 on a Gateway Select with 192mb. When I view a website with ads or graphics or text, they appear blurred (the colors bleed outside the box) and often run across the screen. Or the text blurs a light black from left to right across the screen.
I thought it was a monitor problem - so I bought a new flat LCD computer. But the GFX on sites still blur across the screen.

Yes, Video card seems likely.
If it's a separate then try taking it out and cleaning its edge connectors with a pencil eraser to clear any tarnish. It might not help but there's nothing lost by trying.

also worth checking settings in the adaptor properties.
right click anywhere on desktop.
Properties>settings tab> advanced button.
Have a look around and if possible set things to "default."

Further to suggestion #2.
In Advanced go to Adapter. Note down the setting in "Refresh rate" and if it is anything other than Adapter Default give it a whirl.
Again it's a long shot because your described symptoms don't fit too well with a Refresh rate problem, but it's worth checking.
Summary: I think that dark spots on monitors are caused by blown capacitors in the monitor. That's what a techy told me once - flame away if I'm wrong. Anyhow like Mike said take care of it immediately. Cus...
