GDI.exe error when closing Windows Explorer

We have a laptop (Quantex Pentium II 266 w/64RAM and 3.4 GB HD) running the Japanese version of Win98 with all the updates installed from Microsoft. It used to work fine, but has recently developed a problem where it began crashing every few minutes. After about 3 fdisk/reformat/win98 reinstall attempts, we've finally gotten the error to go away for the most part, but it still shows up on random occasions. However, when it does occur, it will ONLY occur when closing Windows Explorer or Control Panel (right when you close one of those 2 windows). It is not consistent, but when it does occur, that is the only situation under which it will occur. We are using the latest drivers for the modem, video and sound chips available from Quantex, and their tech support department is stumped. Any ideas on what it may be? None of the KB articles on GDI errors seem to be applicable to this problem (of the ones I found in our search at least). TIA!
