Early versions of Floppy Image were free. Google for '"floppyimage.zip" +index' and take the 71k download.

There are several freeware DOS programs, the freeware by winimage author is called WIMAGE (shows up on google 14th item @ MSX Posse). Never saw a freeware windows program for this.
