Free as in 'pay as you go' type free or free as in 'monthly subscription' free? Where in the world are you would also help! Here in the UK, common ones are freeserve, tiscali and one i use is free-online and all offer the same as above...for varying prices obviously.

If you go for one of those then go with broadband because at varying prices they will set you free the most.
Juno and Netzero are no longer free where I come from but are the cheapest around for $10/month.
I think the free ISP's went out of business due to lack of financial support.
