WinImage can do it. You might want to try the 1.68MB DMF format though, since its natively readable by Windows 9x/NT. If you want to use any of the "non-standard" (include 1.68) formats in raw dos mode though, you'll need to install the freeware fdread.exe TSR (which comes with Winimage, btw)

A copy of winimage v5.0 from http://www.winimage.com/or 

 A copy of MaxiDisk 4.2 from http://www.herne.com/

(I use this one) they are shareware programs that will format a 1.44 
floppy to 1.7 MB
