Trying to format a HD that has a "Bad" cluster, is there any way of formatting the drive. Keeps stopping because of the bad cluster..

That's odd, I'll be interested in the responses.

I would have expected format to mark the cluster as bad then move on. Maybe the drive has bit the dust and is riddled with bad clusters....

Yeah it should just mark it and move on. I've occasionally seen it stop but I think that indicates problems more than just a bad spot.

What is the drive model number? You may be able to get a low level format or zero fill utility for the drive from the manufacturer's site. I think that would be the way to go since the drive is pretty much useless as it is now. It's certainly not going to make things worse.

That 'is' odd that format doesn't relocate the bad sector.

You could also try
scandisk c: /surface
