The A:\> prompt means your are booting from the floppy diskette. To install win98 type
x:\setup
Where x: = your cdrom drive.

Are you booting the machine with a Windows 98 boot disk? If so, you should have the option of booting with CDROM support. The CDROM has to be either an IDE or SCSI device, not a proprietary CDROM. (These are usually connected (data cable) to a sound card or other small interface card mounted in one of the computers slots.)

If you're getting an a:\> prompt then you're booting from a bootdisk. Make sure you don't have a disk in the a: drive and then restart the computer. Does it go into windows now?
If not, the bootdisk should have the format command on it. At the a:\> prompt type:
format c:
and enter.
To reinstall windows you'll need a bootdisk with cdrom support. Does your bootdisk give you that option when you boot with it? If not you can download a bootdisk file from www.bootdisk.com. Run the file and it will create a bootdisk.
