format cant access cd rom

have old hp vectra, formated hd drive want to install win 98 but now my cd rom wont boot computer from win 98 cd . seems the boot with cd rom support on the boot floppy has no drivers for my cd drive how can i get around this ? how do i get the cd rom drivers and how do i install them ? i assume i must now do it in dos.. thanks in advance for any help. ps the bios is set to boot from cd rom so thats not the problem
Download a win98 boot disk from bootdisk.com May be a better chance of getting compatible CDrom drivers.

download the dos driver for your cd-rom right click it and send it to your startup disk, then edit the config.sys file on your startup disk, at a: type edit config.sys press enter, then backspace out the oakcdrom.sys part, and type in your driver name.(leave the rest of that line the same) click file or press alt and save. reboot and now it should access your cd-rom.
