I typed in a web site www.feste.org and got back a 'Forbidden' message. What is going on here and how can I bypass this crap?

I guess the page your requested is no longer on their server. Most of the time you have a redirection service to go to the new location of that page. If not... good luck ;)

That page can only be entered from a particular other page. In other words -- not allowed to go directly to that page, whatever it is.
Type that URL at Google and you can see their cached page

This could be as mentioned above the page is no longer there, it could also mean the web server it is on has crashed and its only down temporarily. You can also go to http://www.networksolutions.com/en_US/whois/index.jhtml This is the WHOIS page for Network Solutions. type it a site name and it will give you all the information for it.
I checked on the address and attempted to go to the site using the ip address (Which also failed) so it seems it is a crash on the webserver side or they may have just been shut off by the hosting company. Lastly they may have asked the site to be locked for update purposes.
