floppy not working in win98

My floppy disc drive does not work in win98.Although it can be booted from and works in safe-mode.I've replaced the drive with another that I know works and installed new ribbon cable ,yet it still does not work. In "My Computer" after starting,the "A" drive is not there for a couple of seconds and then appears. There are no conflicts in hardware profile.Is this a software gliche or bios-setting?

in safe mode...go to control panel...highlight and remove generic NEC floppy...boot back to Win98

I tried the above idea and it still doesn't work. Although this time I can hear the disk that I'm trying to read spinning but, no light comes on.Is there any settings in the bios that may be checked on? Again, when I first enter " My Computer" the floppy Icon takes a few seconds to appear. Just thought of something, when this first happened I was trying to install a gravis game pad and plugged it into my PC and tried to read install disks. Could this have any bearing on the problem?

open my computer then right click in 3.5 floppy and see if it is listed as disable in this hardware profile if so remove the check mark and reboot.
