I was wondering if I could share files with a computer that is Windows 98 and one that is Windows XP. I have Linksys wireless network.

Sure - why not? That's the main idea behind networking.
Network must be enabled on both machines, protocols, etc - sharing must be enabled at least on the machine whose files are to be read over the network (or both/all) - the usual stuff.
Tech Support: "I need you to boot the computer."
Customer: THUMP! Pause. "No, that didn't help."

You can share the files across the network with no problem.
If you wanted to share files between Windows 98 and Windows XP on a dual boot system, the Windows XP files would have to be stored on a FAT32 partition. Across a network it doesn't matter.
