FDD will format in DOS but not Windows 98SE

My FDD (A:) will format OK when running DOS but not when running Windows 98SE. The error message reads, "There is no disk in this drive or the drive door is open." I have reinstalled Win98, replaced the FDD, the ribbon cable, the power connector, reversed the way the cables were pulgged in - everything I have read that you should do. The same floppy and FDD work fine with DOS, but not Windows. Any suggestions as what to do next (other than throwing the whole %&*$^#^% thing out of the window).

Right click on my computer, then properties, then performance tab, you should see "YOUR SYSTEM IS CONFIGURED FOR OPTIMAL PERFORMANCE" if there is something different like "MSDOS compatability mode" I think it is a driver problem. Is that what it says?????????
