What causes the blue screen startup message "Fatal exception OE in VXD WINMODEM(01)+000193EO"?

Ok, I'll do that when I get home where the computer is.

Does "wmodem" in the popup menu(after pressing CTRL-ALT-DEL")have to do with this intermitent problem? I used a utility to stop it from starting a computer startup because it was listed on a website talking about non-essential programs that could be disabled from running at startup. I did that 2 days ago, and have rebooted many times since, but only saw that blue screen once this morning.
