After much messing around, I found a solution that solves this problem. It may not be the best way, but it is a good one. Go to Start, Find, Files or Folders. Search for MSConfig.exe. Double click MSConfig.exe to open it. Click the advanced button under the first page. There should be a list of things with check boxes. Check mark the one that says Disable Fast Shutdown. Click OK until it asks you to restart your computer. The problem should no longer arise. From what I have read, it looks like a problem when USB devices are plugged into the computer. Windows doesn't let go of certain drivers when it shuts down, but by disabling fast shutdown, Windows unloads the drivers at shutdown and there is no more error. This my hypothesis from the information I have gathered. Please let me know how it works or if you have any questions.
